Hace unos días alguien en mi lista de contactos me envío el siguiente mensaje:

809 Area Code
We actually received a call last week from the 809 area code. The woman said “Hey, this is Karen. Sorry I missed you–get back to us quickly. Have something important to tell you.” Then she repeated a phone number beginning with 809. We did not respond.

Then this week, we received the following email:

Subject: DON’T EVER DIAL AREA CODE 809, 284 AND 876
THIS IS VERY IMPORTANT INFORMATION PROVIDED TO US BY AT&T. DON’T EVER DIAL AREA CODE 809

This one is being distributed all over the US. This is pretty scary, especially given the way they try to get you to call. Be sure you read this and pass it on to all your friends and family so they don’t get scammed!

MAJOR SCAM:
Don’t respond to Emails, phone calls, or web pages which tell you to call an “809″ Phone Number. This is a very important issue of Scam Busters because it alerts you to a scam that is spreading *extremely* quickly can easily cost you $2400 or more, and is difficult to avoid unless you are aware of it. We’d like to thank Verizon for bringing this scam to our attention. This scam has also been identified by the National Fraud Information Center and is costing victims a lots of money.

There are lots of different permutations of this scam.

HERE’S HOW IT WORKS:
You will receive a message on your answering machine or your pager, which asks you to call a number beginning with area code 809. The reason you’re asked to call varies. It can be to receive information about a family member who has been ill, to tell you someone has been arrested, died, to let you know you have won a wonderful prize, etc. In each case, you are told to call the 809 number right away. Since there are so many new area codes these days, people unknowingly return these calls.

If you call from the US, you will apparently be charged $2425 per-minute. Or, you’ll get a long recorded message. The point is, they will try to keep you on the phone as long as possible to increase the charges. Unfortunately, when you get your phone bill, you’ll often be charged more than $24,100.00.

WHY IT WORKS:
The 809 area code is located in the British Virgin Islands (The Bahamas). The 809 area code can be used as a “pay-per-call” number, similar to 900 numbers in the US. Since 809 is not in the US, it is not covered by U.S. regulations of 900 numbers, which require that you be notified and warned of charges and rates involved when you call a pay-per-call” number.

There is also no requirement that the company provide a time period during which you may terminate the call without being charged. Further, where as many U.S. homes that have 900 number blocking to avoid these kinds of charges, do not work in preventing calls to the 809 area code.

We recommend that no matter how you get the message, if you are asked to call a number with an 809 area code that you don’t recognize just disregard the message. Be wary of email or calls asking you to call an 809 area code number. It’s important to prevent becoming a victim of this scam, since trying to fight the charges afterwards can become a real nightmare. That’s because you did actually make the call. If you complain, both your local phone company and your long distance carrier will not want to get involved and will most likely tell you that they are simply providing the billing for the foreign company. You’ll end up dealing with a foreign company that argues they have done nothing wrong.

Le respondí a mi amigo que este chisme (hoax) era más viejo que el morro (según dicen los cubanos). Algo que me llama la atención es que algunos de estos chismes todavía siguen circulando en los correos entre nosotros, vaya es la historia del nunca acabar (por suerte no tiene barbas).

Considerando que cada vez que recibo algo como esto siempre respondo con los detalles de la historia y que esta manera de abordar asuntos como este es muy improductiva, ya que en más de una ocasión he recibido el mismo mensaje y más o menos siempre he respondido lo mismo, creo oportuno entonces de una vez por todas dejar mi respuesta aquí, y que la misma este al alcance de todos.

El Correo del 809

Alrededor de 1996, Scambusters.org reportó la aparición de este e-mail en el que se alertaba acerca del engaño en el uso del código de área 809 y otros códigos de área del Caribe.

El correo esta hecho de manera que parezca que es AT&T quien lo ha enviado, el mismo informa que un engaño ha sido perpetrado por algunas compañías telefónicas a través de llamadas de larga distancia al código de área 809, alegando que llamadas de larga distancia a estos números le reportaran al que llama cargos de llamadas muy altos o excesivos. También explica que cuando usted marca este código de área esta llamando a las Bahamas y que este país no sigue las regulaciones telefónicas de los EE.UU.

El código de área 809, que supuestamente dice corresponde a las Bahamas pertenece en realidad a la Republica Dominicana.

La compañía AT&T ha negado siempre el haber enviado este correo. Debido a que el engaño que describe es aparentemente cierto, AT&T ha emitido la siguiente declaración acerca del Código de Área 809.

Si usted recibe el famoso correo, tenga en cuenta que el modus operandi descrito puede suceder en realidad (El engaño del 809 - ver abajo), por lo que debe estar en conocimiento de lo siguiente:

  • No todos los números con código de área 809 son parte de este engaño, la mayoría de los números 809 son números ordinarios y legítimos.
  • Este engaño se ha utilizado también con números distintos al 809.
  • No es verdad que el cargo sea $2400 por minuto.
  • Es muy difícil que un usuario promedio en los EE.UU. tropiece con este engaño.

El engaño del 809

Han ocurrido algunos engaños y fraudes telefónicos con el código 809 debido a que este numero tiene asociada una tarifa Premium de $25/minuto, la que es mucho mas alta que una tarifa regular. Las victimas de este engaño reciben un mensaje en su contestadota y se les pide que llamen a un número que comienza con 809. Como se han puesto en servicio muchos números nuevos de códigos de área en los EE.UU. la victima piensa que esta llamando a un número regular por lo que no da ninguna importancia al hecho de que lo pongan en espera por un período de tiempo largo, sin saber que le están cargando todo ese tiempo a una tarifa extraordinaria.

Como ya dijimos este código pertenece a la Republica Dominicana y las regulaciones telefónicas en este país no requieren que los números con tarifas Premium sean declarados.

Para perpetrar este engaño se usa a Haití, país en el que la oferta de servicios telefónicos es inadecuada y deficiente por lo que es normal para las compañías telefónicas dominicanas vender servicios en el lado haitiano de la frontera. De esta manera Haití que apenas tiene algunas regulaciones para los cargos telefónicos se convierte en un paraíso para montar este tipo de engaño o estafa. Como el crimen se comete del lado haitiano las autoridades de la Republica Dominicana no tienen autoridad para enjuiciar y encarcelar a estos malhechores sin antes ponerse de acuerdo con las autoridades de Haití.
